A is a sequence, so the yaku is gone. A or a keeps it. A quad counts as a triplet.
Closed or open
This site's yaku table follows Tenhou and Mahjong Soul rules: 2 han, open or closed. The han match the EMA 2016 list, which files all pungs with the 2 han yaku and adds no han when the hand is concealed. The glossary entry says the same thing: 2 han, four triplets or quads and a pair, and no sequences.
A that wins by ron on one of two pairs still scores this yaku at 2 han. The triplet you complete on that discard counts as open. When the other three triplets were concealed, the hand also has sanankou.
Four concealed triplets are suuankou, a yakuman, when you win by tsumo, or by ron on a for the pair. That hand is not scored as 2 han.
What 2 han 30 fu pays
Call triplets of 2 man, 4 man, and 3 pin. Keep a pair of 5 sou and a pair of 9 sou, and win by ron on or 
. The triplet the ron finishes counts as open too. Neither pair is yakuhai, so the pair adds no fu.
A ron on 5 sou is 28 fu: the base 20, plus 2 for each open simple triplet. That rounds up to 30. A ron on 9 sou is 30 fu, because an open triplet of terminals is worth 4. At 2 han 30 fu, a ron collects 2,000. The dealer collects 2,900. Those payments have no and no sticks.
The 9 sou keep tanyao off. Call the same three triplets from the pictured hand, where every tile is 2 through 8, and adds a han. That ron is 3 han 30 fu and pays 3,900 or 5,800.
A call does not change the han. A closed hand is still 2 han from this yaku before and before any other yaku.
A different hand
is chiitoitsu: 2 han, closed only, and the fu stays at 25. Toitoi is triplets, and the hand can include calls.
Price a toitoi hand
