Always with toitoi or seven pairs
With only 1s, 9s, and honors, you can't make a run. 123 holds a 2, and 789 holds a 7 and an 8. So the hand is four triplets and a pair, which is toitoi, or , which is chiitoitsu. Both are 2 han, so honroutou starts at 4 han. Thirteen orphans is the other shape, and that one is a yakuman.
The hand needs at least one terminal and at least one honor. Only 1s and 9s is chinroutou. Only honors is tsuuiisou. Both are .

makes a 9 sou triplet and leaves the white dragons as the pair. That's and honroutou: 4 han. The fu are the base 20, plus 4 for each open pon, plus 8 for the closed 1 man triplet, plus 4 for the 9 sou triplet the discard finished, plus 2 for the dragon pair. 42 rounds up to 50.
makes a triplet instead, which adds yakuhai: 5 han.
Both are paid as a . A collects 8,000. The dealer collects 12,000. Those payments have no , no , and no sticks.
That's no accident. A triplet of 1s, 9s, or honors adds at least 4 fu, even when it's open. Four of them on of the base 20 make at least 36, which rounds up to 40, and 4 han 40 fu is paid as a mangan. Toitoi with honroutou never pays less. The scoring guide has the triplet fu table.
With seven pairs, 4 han 25 fu

A ron is chiitoitsu and honroutou: 4 han, and seven pairs is always 25 fu. A non-dealer collects 6,400. The dealer collects 9,600. With nothing else on it, that ron is the only honroutou hand that pays less than a mangan.
A tsumo adds menzen tsumo, and 5 han is a mangan. A non-dealer collects 2,000 from each other non-dealer and 4,000 from the dealer.
Open or closed
Tenhou's rules list honroutou at 2 han and don't mark it as losing a han after a call. The EMA 2016 rules file it with the 2 fan yaku and say to add two fan for all pungs or seven pairs. That's the row on this site: 2 han, open or closed. The toitoi version can carry calls. The seven-pairs version is closed, because chiitoitsu is.
The World Riichi Championship rules add that honroutou doesn't combine with chanta. needs a run, and this hand has none.
Common mistakes
- Pricing it at 2 han. Toitoi or seven pairs always comes with it.
- Scoring chanta as well. Honroutou has no runs, and chanta needs one.
- Calling an all-terminal hand honroutou. With no honors, it's chinroutou.
- Adding fu to the seven-pairs version. Chiitoitsu stays at 25.
What sits with it
Toitoi or chiitoitsu, every time. Yakuhai for a dragon triplet or a value wind. Sanankou when three triplets are concealed. Shousangen when two triplets are dragons and the pair is the third. Honitsu when the 1s and 9s share one suit.
